Utilizing these insights as a guide, it follows that if organizations wish to build portals that support knowledge work practice, then there is a strong need for enterprises, prior to systems development, to understand how workers behave with information in their daily activities. Such analysis would enable organizations to identify current information sources used and best practice scenarios and reflect upon enablers of and barriers to those sources and practices. This in turn would allow firms to utilize such findings to build knowledge portal systems that better address user information needs.

It suggests that such systems be built in a manner that handle these three unique modes of information activity. In the information needs stage, the knowledge portal may be required to present information in a way that helps users identify gaps in their current states of knowledge. This could entail presenting various perspectives on certain information topics deemed important to the user. This could be accomplished through the “pushing” of relevant content on pre-defined interest areas to users, and through the provision of chat and discussion areas where knowledge workers across the enterprise could offer personal interpretations and perspectives.

This is of relevance to knowledge portal design in that it suggests that such systems may need to designed as a problemsolving systems (rather than mere information retrieval systems) which support users in their progressions and regressions through the various stages from problem identification to solution statement. This again points to the need to capture and understand user needs in context of a user’s situation and to build systems which help users resolve their information-based problems over time.
