Randomization would not ensure the identification of exemplary cases needed to understand excellence in the first year. Rather, the goal in qualitative research with purposeful selection is to locate those cases from which the most can be learned about the problem or issue under study (Merriam, 1988). It should also be noted that it was not the goal to identify all of the highest-performing institutions in the first year; rather, a reasonable number of cases was sought from which a great deal could be learned through this process.

Three data sources were important for this study: documentary information, interviews, and on-site observations. The Policy Center notified each of the thirteen Institutions of Excellence of its selection by letter in late August 2002 (see Appendix E). As a condition of accepting the award, each institution was required to agree to a two-day campus visit by a two-person research team in the fall of 2002. Prior to the site visit, the team received extensive archival and other documentary evidence of the institution’s achievement in its approach to the first year.
