The intendant existed to check military and corporate rule, both of which held sway in those territories (unlike in the B ­ ritish colonies to the south, where a more lively civil society resulted from higher levels of immigration). Indeed, Louis XIV patronized apologists for royal prerogative who described his projects of state-centred modernization as more progressive than the looser, commercially driven modernization of the Dutch or the British.

Tolerating violence and suspending the “law of nations” in North America were ways of declaring geopolitical boundaries to be part of what was under negotiation. But tolerance for violence diminished over the early modern period as settled, urban populations increased and sought greater security, private expectations here dovetailing with new state ambitions. The French state began the seventeenth century neither centralized nor integrated; by the end of the century, it was both. Louis XIV built upon a process already initiated under Louis XIII, expanding the use of the Intendant de justice, police et finances, appointed directly by the Crown to represent it in the provinces and colonies.

The English state came close, in the 1670s, to forcing all settlers to leave the island so as to avert the kind of public resistance to corporate rule seen in New France. When privateers attacked English settlements, fishing admirals were the leading line of defence, as in 1673 when Christopher Martin, a fisherman planter (farmer), fended off a Dutch privateering expedition. As well, the French occupied and fortified Placentia from the early 1660s and used it as a base to attack the British settlements.
