Because of her vast resources, imperial sway, navy, and the London Exchange, Britain was a major factor for integration in Europe and in the world. Her position as balancer assured her a decisive influence in the Concert of the Great Powers.

It is, perhaps, more than accidental that both world wars were preceded by Britain's reluctance to commit herself unequivocally and actively in time to defend a small Eastern European state. It may be argued, of course, that the real function of the balance of power is not to preserve peace or to protect the rights of smaller states in a constitutional fashion, but rather to prevent the forcible unification of the state system. The balance of power forbids only a few concrete solutions and dictates none.

Such is a bid for hegemony that unmistakably invites and almost invariably triggers defensive counteraction, thanks not least to the impossibility to exactly measure the overwhelming power at the disposal of the challenger to begin with. A significant increase of the utility and efficacy of the balance of power as both theory and practice depends, therefore, upon the phenomenon and process being theorized in ways that establish a rationally comprehensible and operationally practicable as well as practiced link between generally plausible, because self-interested, individual motivation and universally desirable systemic result.
